Nice review of the situation. I think that both can co-exist, I personally prefer the Toronto over the Waterfront on all aspects. The only thing the Waterfront has a edge on is the Organizational aspect, i.e. marketing, world class runners and more water stations. Everything else goes the Toronto beats it.
